POLICE CAPTAIN PERLA SORIANO PAGULAYAN Has Won Outstanding Women Personality of the Year Award
NOMINEE's PROFILE
The
Nominee is PCPT PERLA SORIANO PAGULAYAN
of Philippine National Police, Isabela Police Provincial Office, Provincial
Community Affairs Development Unit. She started as Police Officer I when she
entered the service in 2005 carrying the pride of being the First Honors of
Class 16 of the Police Basic Recruit Course Class Number 2005-RTS2-16 then
promoted as Police Officer II in 2010 followed in 2013 as Police Officer III,
promoted as a Senior Police Officer I in 2017.
By
virtue of Lateral Entry, she holds the rank Police Lieutenant in March 2019. She
graduated as Top Seven (7) in the Public Safety Officers Basic Course
(PSOBC-LATERAL) Class 2019-30. Recently, on December 12, 2022 she is promoted
as Police Captain of which position, she holds at present. She is currently designated as
the Community Affairs Section Officer and Family Juvenile Gender Awareness and
Development (FJGAD) Police Commissioned Officer (PCO) of PCADU, IPPO.

Pagulayan is a versatile individual; an excellent and dynamic member of
Philippine National Police at her designated post, a great partner of academe
sector, a supportive constituent of her Barangay, a warrior to fight for the
rights of children, a helper of the elderly and a humble servant of God. In totality,
she lives, loves and feel blissful in service.

Pagulayan had her schooling at her hometown from elementary grades up to
tertiary level. She entered school in 1988 at Cabiraoan Elementary School with
her elementary studies from where she was a consistent honor pupil and
graduated as Third Honor in 1994. She pursued her Secondary School at Baua
National School and graduated as Salutatorian in 1998. She enrolled her
tertiary studies at Cagayan State University and earned the degree of Bachelor of
Secondary Education major in Communication Arts as Cum Laude in 2002.
Immediately, she took the Licensure Examination for Teachers of which she
successfully passed.
In
her mindset then at young age, she was persistent that she had to gain high
education despite of poverty for she believes that this will be her weapon and
defense in battling the challenges of life.
Having
this motivation, she continued her studies and pursued Masters and Doctorate in
Education at Cagayan State University, Aparri, Cagayan in years 2002 to 2008
respectively, after which she enrolled and earned the degree of Bachelor of
Science in Criminology at the University of Cagayan Valley in 2013 and
eventually passed the Board Examination for the course in the same year.

Pagulayan is a resident of Cabiraoan, Gonzaga, Cagayan, with two (2) sons
namely Cyrus and Cyver. She was born on August 4, 1981. She is a solo parent
for been a long time, in spite of this, she manages to be the hero of her two
sons, her parents and siblings. She unselfishly supports them financially,
morally and spiritually. She ensures with her full capacity that everything is
well with them.

shares her 3Ts in life (time, talent and treasure) as a JUANA of Isabela
Provincial Police Office (IPPO). Her remarkable journey as a dedicated educator
and beacon of strength and resilience for women empowerment and her unwavering
commitment to advocating for the rights of women and children has transformed
her into a symbol of hope and progress in Isabela Province. By spearheading
initiatives focused on protection and empowerment, have the opportunity to
create a safer and more equitable environment for all.
PCPT PAGULAYAN
is an active member and officer of different women organizations in the church,
community and in her workplace.
She
is an active member and officer of the Christian Women Association (CWA) a
church women related organization. She is not only officer in her local church
but in whole Cagayan Parish then escalated to Conference level the North East Luzon
Conference which comprises Cagayan Parish, Isabela Parish, Quirino Parish and
Nueva Vizcaya Parish. Ultimately an officer of CWA on North Eastern
Jurisdiction comprises Region 02, CAR and Region 1 as social committee
chairman. She serves and facilitates programs and fellowship, leads zumba
dances and planner of community outreaches program of the group. She works for
the church not only within Region II but extended up to Region 1 and CAR.
She
is an officer of the Officers’ Ladies Club (OLC) IPPO and she was adjudged as OLC Star of the Day during the
Christmas Party of OLC, Women Police Service (WPS) and Lady NUP last December.
She attends and always supports the programs and activities of OLC.
She
is also the President of Alumni Association of her both Elementary School
(Cabiraoan Elementary School) and Secondary School (Baua National High School)
wherein she was adjudged as an OUTSTANDING
ALUMNI AWARD 2023 (Women Empowerment Category) in April 2023.
She
is an Adviser of the Rural Improvement Club (RIC) in her own Barangay. She
generously supports the programs and activities of the Women sector on her
locality by giving donations and cash assistance whenever there are popularity
contests and other programs initiated

PAGULAYAN is a member of the Speakers Bureau
of Isabela PPO wherein she conducted lectures around Isabela year round in
different ages of audience and different genders venues and ages. Ultimately, one
of the Manang Biday Ambassadress of IPPO in which she leads, promotes
and involves women in the community to combat illegal drugs in their society.

celebration of National Women’s Month Celebration 2023.
ACCOMPLISHMENTS AND
ACTIVITIES
Support of PNPs
campaign against Violence affecting Women and Children
PCPT PAGULAYAN actively
participates and supports PNPs campaign and all activities empowering women and
promoting the welfare of women and children in the community, church and her
workplace.
She
joins in planning and supports in ensuring the implementation of the initiated
proposed line-up activities in promoting Right and welfare of women and
children in the society. She actively joins plans and programs intended for the
advantages and safeguarding women and children.
She
supervised and facilitated the conducts of webinar in Gender Sensitivity
Training Seminar and knowledge sharing with the women sector on Gender
Mainstreaming wherein the attendees were WPS, lady NUP and women in the
community.
She
supervised, facilitated and participate the conducts of training in Haircutting
and Make-up in collaboration of TESDA ISABELA wherein the participants were
WPS, lady NUP of the different Police Stations and women of the community of
Isabela. Also, Soap and Bread Pastry Making for the livelihood of women in the
community.
She
supervised and facilitated the conducts of webinar in RA 11313 or Safe Spaces
Act and Seminar on Public Awareness in Cybercrime. Participants were from the
lower units their respective FJGAD PNCOs and WCPD PNCOs. And even in Schools
and communities she conducted lectures among them which help raise awareness,
education, prevention, empowerment and for community engagement about the law,
its purpose and the rights it protects to create safer environment for all.
Conducting lectures about RA 11313 serves as a crucial step towards building a
more informed, aware and empowered community that actively works towards
preventing and addressing sexual harassment, gender-based violence which
encourages collaboration among community.
She
expertly speaks on Protection against sexual violence on seminars to educate
everyone. She is an actively advocator and supporting in the prevention of
Violence against Women and Children (VAWC) and give her utmost service to the
community. She was a resource speaker on Disadvantages of Teenage Pregnancy and
Early Marriage and during the symposium on Drugs, earthquake drill
preparedness, Safe Spaces Acts (RA 11313) and Anti-Bullying, Comprehensive
Dangerous Drugs Act of 2002 (RA 9165) or Anti-Illegal Drugs Campaign/ BIDA Program,
Gender Based Violence and Manang Biday Program, Rights of Children, Training of
trainers on Brgy Tanod Skills Enhancement for City/Municipal Training Teams.
Wherein captured videos and pictures uploaded to social media gained hundreds
of views, likes, comments and shares.
She
insisted on the conduct of the Remedial Reading Program and launched the
slippers giving" to school children of elementary schools and helps in the
Feeding activity for children. She actively participated/initiated community
outreach programs for children with special disabilities (SPED School),
Children Victims (WCPC) and Children Neglected and at risk (LINGAP Center).
She
facilitated the ZUMBA of all WPS and lady NUP of PHQ as part in maintaining
health status of women in the community.
She
sponsors/supports programs that promote safe workplaces especially for women.
She also lectures on Men Opposed Violence Everywhere (MOVE) which is a strong
action to support and stop violence against women. And most of all, PCPT
Pagulayan is working kindly, fairly, honestly, religiously and strongly with a
heart.

ACTIVITIES IN EMPOWERING WOMEN IN THE COMMUNITY
PCPT
PAGULAYAN is a sweet messenger of information from the Philippine National
Police; A TV guest at Isabela on the Go TV program, a columnist at the North
East Luzon Conference-CWA Newsletter (official publication of Christian Women’s
Association, Northeast Luzon Conference) and a distributor of fliers along the
highways wherein it emphasized on the accomplishments of Women in Nation
Building.
She
attended meetings, conferences and other avenues to support in planning and
carry out activities in promoting/ advocating women in the community. Likewise,
she attended various dialogues/pulong-pulong among stakeholders to the community; barangay
folks, officials, women, children and the elderly throughout year to collate
their concerns especially on peace and order including also the community’s
situation; and convey these to her office for possible solutions and proper
channeling.
Further
she attended community outreach activities of the different Police Stations in
Isabela to empower women in community. She courageously lectures in different
ages, status and kind of audiences to encourage and promote women welfare.
INITIATED
ACTIVITIES/BEST PRACTICES IN PROMOTING THE WELFARE OF WOMEN AND CHILDREN

PAGULAYAN as to innovations in supporting programs for the welfare of women and
children she is the brain child of the Project Mental Health Awareness for the
Youth and Community (MHAYC) to reduce the increasing suicide incidents of Isabela.
Wherein it was then very effective prevention activities wherein at recent
months there was no recorded suicide incidents.

of the emerging best practice of Isabela PPO "PROJECT GESTURE OF ONENESS", the Oneness and synergism of the
organization, the internal and external stakeholders of the PNP for a noble
purpose the attainment of peace and solidarity in the community. PNP initiatives
not only to serve and protect the community further to give/provide services
and provisions for the community especially for the last, least, less and lost
brothers and sisters in the community ensuring that development is sustained
and peace is being promoted and helping the life status of the vulnerable
sectors in the community Services rendered in Project GESTURE OF ONENESS in
GIDAS and white areas communities are as fallows the PULISkolar,,
Pangkabuhayan Showcase (provision of livelihood to former drug
users/pushers, former rebels and the community) and Feeding activities to
undernourished children, Pabahay Program and community outreaches.
She
supported the project Mobile P.E.A.C.E. (Providence through Education and Care
Everywhere) of IPPO WCPD as one of the invited Resource Speaker.
She
insisted on the conduct of the Remedial Reading Program and launched the

National Level during the celebration of 23rd Police Community Relations Month.
She was conferred a Plaque of Merit at Camp Crame, Quezon City and Regional
Command, Camp Adduru, Tuguegarao City on July 30, 2018 for implementing and
supporting noteworthy PCR programs that greatly contributed to the overall
peace and development initiatives in the country thereby bringing the PNP
closer to the community.

She
ties together the LIFE COACHES (PASTORS) in Isabela through facilitating games
among them during the fellowship day of all Life coaches in Isabela last
December.
She is a caring servant to the elderly and the Persons with Disability (PWD). She shares food to the children. She shares the Book and Word of God.
All the live videos, captured videos and social media posted activities of Family Juvenile Gender Awareness Development were noticed by the netizens and gained hundreds likes, comments and shares. Activities were gone viral as the nominee conducted lectures and during community outreach programs for it were live streamed on FB page of Isabela PPO on the Go and PNP Isabela . And every Tuesday at 3:30 PM all activities of IPPO were aired and published at RBC Cable Tuguegarao City. Some URL of the live videos and captured videos gained thousands of views.
